Meeting Minutes- May
16, 2002
Dear Marie's
Vineyard Homeowners, On May 16th, 2002, we had the third Marie's
Vineyard Homeowners Association (HOA) meeting, all Marie's Vineyard
Homeowners were invited.

MINUTES
I.
Introductions- Sarah Boyer, President, introduced everyone.
Mark Russell and Ron Formanek were introduced as new officers.
II.
Treasurer's Report- A detailed treasurer's report was circulated
among those present. There were no significant questions regarding
our finances. We are close to buying insurance for the neighborhood.
III.
Neighborwoods Program- Tina Wagner, board member, expressed
thanks for all the help with the mulching project and tree protector
project.
IV.
Fence- A metal fence was damaged near the entrance of the neighborhood.
No one volunteered to head a project to repair the fence. The board
will see to it getting repaired when it is able to.
V.
Graffiti- We are looking for neighborhood volunteer to be prepared
to see that graffiti gets painted quickly. No on volunteered. The
board will seek volunteers again when the problem returns.
VI.
Volunteers anyone?- 3 individuals signed up for a volunteers
list, saying that they would be willing to be called when we need
help. If you are interested in volunteering, please let us know.
VII.
Speeding- Our speeding problem is still present. Some thought
it was improving, but many expressed concern. Some voiced a very
good idea of getting the city to post "children at play" signs.
It was generally thought that these signs would be more significant
in reducing speed than a 25 MPH speed limit sign.
VIII.
Picnic/Block Party- There was broad support for a neighborhood
block party. A date in the first 2 weeks of August 1st was suggested.
IX.
Kid's Group- The concept of a mother's club or kid's group was
discussed.
X.
Garage Sale- There was general interest in a neighborhood garage
sale at the same date that Kempton Down's would do theirs.
XI.
Covenants- The vote for changes in the covenants was a vote
of 28 votes for , 10 votes against. However, the total number of
votes was not sufficient to count the vote as valid. There was general
approval for trying to get changes made again at a future date.
It was suggested that we try a process of letting each item be voted
for individually. A few individuals were strongly disturbed with
the phrasing of the proposed nuisance clause, and it's restriction
of "use of premises for any other purpose whatsoever except for
the purpose of a private dwelling or residence".
XII.
Questions
a. Parking across sidewalks- A home owner commented on parking across
sidewalks. Another home owner said that this is illegal and police
may give a person a ticket for doing this.
b. Mowing of easement- The city reportedly mows it's park monthly,
but doesn't mow the area between the sidewalk and park. The HOA
will see about getting this area mowed by our lawn maintanence service.
c. Sidewalk on 24th- The sidewalk is rough. No distinct solution
to this was presented.
FUTURE
MEETINGS:
Next
full HOA meeting is tentatively planned for August 18th, 2002. This
is planned to be a picnic and HOA meeting. MARK YOUR CALENDARS FOR

POINTS:
MOWING:
Some home
owners have expressed concerns since the quarterly meeting that
some people don't know that they are responsible for mowing the
area between their sidewalk and the road.
TREES:
Plan on
a planting party in October. The HOA has received a promise of about
27 trees from the City's Neighborwoods program. If you have a mark
on your curb, then the City Forrester plans on having a tree planted
next to the road near that mark. Diseased trees will be replaced
too. The labor for planting these trees is not donated, even though
the trees are free. Volunteers will be needed.
JULY
4TH PARADE: Everyone is invited to a children's 4th of July
Parade at Kempton Down's on July 4th at 9:30 am.
SAVE
YOUR MONEY: The HOA's money is your money too. Save it by sending
us your email address, and having this letter delivered by email.
YEARLY
ASSESSMENTS: Don't forget to plan for the HOA yearly assessment
of $120 due to each home owner on December 31, 2002.
