Minutes- January 31, 2002
Dear
Marie's Vineyard Homeowners, On January 31st, 2002, we had the second
Marie's Vineyard Homeowners Association (HOA) meeting, all Marie's
Vineyard Homeowners were invited.

MINUTES
I.
Introductions- Sarah Boyer, President, introduced everyone.
II.
Treasurer's Report- Linda Schoonmaker, Treasurer, presented
a summary of last year's budget and presented this year's proposed
budget. Some homeowners expressed shock at the price of our lawn
maintenance agreement, but were reassured that the price of our
agreement is very competitive and the company hired has a excellent
reputation. Linda Schoonmaker has a record of the bids should anyone
want to review them. Taxes have been filed for the neighborhood
association. Utilities are being paid. Annual dues will not be charged
until January 5, 2003 ($120). Budget will be voted on at the next
quarterly meeting.
III.
Email and Address List Update- Addresses were updated. Many
people elected to save the HOA money by having mailings done by
email. Please contact Kelly Remy, secretary, if you need to update
your email or mail address, and let us know if you or your neighbor
is not receiving a newsletter.
IV.
Our City Park- We reviewed that the park is city owned, and
may be developed within 5 years. There may be a bond for park development.
We may also try to make a deal with the city to try to fund early
development. Some home owners are checking into this.
V.
Web Site- The HOA web site is www25.brinkster.com/MVHOA/ . Please
check it out and give ideas to Laura Christian, Webmaster. This
site is free. There is a bulletin board there for homeowners use.
VI.
Neighborwoods Program- Tina Wagner, board member, reviewed a
city sponsored program that gives free tree care training and pruning
instructions and free trees. You and your neighbors are invited
to meet in the morning of Saturday, February 23rd to learn about
tree care and to qualify for free trees. Precise meeting time and
location are pending. Contact Tina Wagner if you are interested
in helping. Each person attending qualifies for 8-10 free trees.
We plan to landscape the neighborhood entry to the park that is
on Craig road, once the free trees are received.
VII.
Tree Plan- A city official is planning on reviewing our compliance
with the tree plan, and the HOA will then make efforts to correct
our compliance. When able, trees would be acquired through the Neighborwoods
program. Trees between the sidewalk and street are part of the tree
plan and can't be removed by homeowners.
VIII.
Parking- Legal parking was encouraged. This problem has improved,
but is still a consistent problem. We need room to allow emergency
vehicles to travel down our roads. Lowering of the "no parking"
signs to eye level was discussed.
IX.
Speeding- Speeding is still a problem in the neighborhood.
X.
Home Maintenance- Encouraged treatment of mildew, repainting
and caulking of the outside of homes. If your house is still under
warranty, consider a close inspection of the exterior of your house.
An early repainting of houses (during dry weather) is encouraged
to prevent the mildew problem that some are having. Treat mildew
before painting.
XI.
Garbage Cans- It is against the covenants to have your trash
can stored in front of your house, or to the side of your house
in a visible location.
XII.
Mail Boxes- Some of our mailboxes do not have an outbox. You
may use your inbox for outgoing mail by placing your mail in the
very back of your box with the stamp facing out.
XIII.
Proposed Covenant Changes- Changes were discussed to the nuisance
clause, garbage clause and severability clause. The only controversy
was the details of the nuisance clause. There was question of whether
it could be phrased better demonstrating that many businesses could
be in our neighborhood, as long as they are not nuisances. Some
HOA members are thinking of offering better language. Final drafts
of the proposed covenant changes will be ready soon, and will be
voted on at the next neighborhood meeting.
XIV.
Questions- Dogs Barking- Some complained about dogs barking.
Please be respectful to your neighbors if your dog is barking. Consistent
Barking and whining are considered against city law and is a class
4 infraction with a fine up to $25. Mailing Troubles- Many individuals
complained of poor mailing service and requested the board contact
the postmaster to request more consistent mail service.
FUTURE
MEETINGS:
Next
full HOA meeting is tentatively planned for May 15, 2002. Please
mark you calendars and plan to attend. Changes in the Covenants
and the budget will be voted on at that time. A copy of proposed
covenant changes will be sent to individuals prior to the next quarterly
meeting.
